  There are detailed instructions for upgrading.  I suggest following them.

  And why 3.0.17?  Use 3.0.23, which is available from http://packages.networkradius.com

  There are more messages than that.  You've "helpfully" deleted most of the debug output.

  We do NOT need to see the configuration files.

  But what is clear is that you've completely butchered the default configuration, and broken it.  Don't do that.

  Read "man radiusd".  It has instructions for how to make configuration changes.

  Hint: editing everything all at once is NOT the way to do it.
