FreeRadius 3.0.23 didn't reply on Status-Server request

that shows your server sending out messages to check status-server.
its not showing it received any request.

if there is no response then perhaps the outbound traffic is being
blocked somewhere or the response traffic is being blocked.
its certainly not doing 2-way traffic .  the other university probably
doesnt have such a blockage on traffic.  perhaps they allowed UDP on
1812 etc and this other place thought it was TCP ?
