FreeRadius not responding to requests from external host

So there's something on the system blocking the packets. iptables, 
ebtables, nftables, etc.

As Alan already said, FreeRADIUS will tell you if it receives packets. 
It's not saying anything, so it's not receiving anything. tcpdump is 
showing packets, so they're hitting the server.

Not much else to add here. It's an OS issue.
