"files" module doesn't take<br>
much CPU time. It doesn't use locks. So there's no reason for it to<br>
block for long periods of time.<br>

Or, if you're putting hostnames in the "users" file, instead of<br>
numerical IP addresses... and your DNS server is down. The server won't<br>
be able to create the reply because it needs the IP address. It won't<br>
be able to create the IP address because DNS is down.<br>

Don't use hostnames. Or, fix DNS so that it works.<br>
