I am not expert in freeradius but from an another radius system I give
this attribute $Cisco-AVPair=ip:sub-policy-Out=''<i>Policy-Map-configured-in-cisco</i>''
.This atribute can be added to the customer or to the group of users .<br>
<br>
The policy map is configured at the cisco router .There you can define
acl time based or exlude Ip from rate limiting <br>
