 The NAS.  Read the NAS documentation.

 However, it will likely say *nothing* about this subject.  If the NAS
vendor understood RADIUS, they wouldn't have this problem.

 Don't use radutmp.  Instead, store the sessions in SQL, and edit the
SQL configuration.
