I was able to use Alcatel Esam VSA in Freeradius 2.1.7 . Thanks a lot for your help.
Note: dictionary.alcatel.esam was not included in dictionary file ... I simply added it and it worked.

 Ok... so I *presume* that means the data in the RADIUS packet is also
16 bits.

 I'll add a dictionary to git.  You'll be able to try it in 2.1.7.
