You symlink  the *-available  to the *-enabled to enable a module, policy or site.  There are examples in the *-enabled directories.

Do you plan to use the same directory organization for policy.d (as in the case of mods-* site-*) ?

Something like:

policy-available (I can backup some file and freeradius won`t parse it)

policy-enabled
