I installed freeradius-mysql and it installed the required shared libraries.

I installed 'libmysqld-dev' and 'libmysqlclient-dev' but still no luck.

I also installed freeRadius 2.1.10 using "apt-get" and still the same problem.

Any Idea?

... and while you're at it, don't use 2.1.11 since it has some known
bugs. Either use Ubuntu's 2.1.10 (a simple apt-get ... should be
enough), or compile the soon-to-be 2.1.12 from
https://github.com/alandekok/freeradius-server/tree/v2.1.x
