clientsoftware being the pppd or rp-pppoe ? Would this also fix the second problem ?

you run pppoe-server right?
1. you can run pppoe-server in kernel mode to send calling-station-id to radius
2. if you don't need to run in kernel mode, you can write unlang to get calling-station-id send to sql.
