In radiusd.conf in the section modules is specified the directory of modules only ($INCLUDE ${confdir}/modules/). In this file i don't found the order of loading the directory contents.

Please help me to understand the exact load order of the modules contained within the modules directory.

Read radiusd.conf. Look for the "instantiate" section.
