I just access-lists and time zones.  All the config is done on the cisco router. FreeRadius is only used to reference the policy map.

I am not expert in freeradius but from an another radius system  I give this attribute $Cisco-AVPair=ip:sub-policy-Out=''Policy-Map-configured-in-cisco''  .This atribute can be added to the customer or to the group of users .

The policy map is configured at the cisco router .There you can define acl time based or exlude Ip from rate limiting
