Now i have given the permissions to radiusd directory (usr/local/fnmt/var/run/
radiusd/)

because of the _other_ error that was in your previous messages:

(Failed creating PID file /usr/local/fnmt/var/run/radiusd/radiusd.pid: Permission denied)

make sure that you have a  /usr/local/fnmt/var/run/radiusd directory
and that it is writable etc by the 'radiusd' user
