</div>  Blame the Windows PC.  It doesn&#39;t like the certificates.<br>

  Remember: RADIUS is a protocol that RESPONDS to REQUESTS.  If there<br>
are no requests, the server does nothing.<br>

  Don&#39;t blame the server when it does nothing.  The client isn&#39;t sending<br>
requests, so there is nothing for the server to do.<br>
