Procedure for getting new code added?

I have been doing some work on modifying the existing EAP-SIM module to do
EAP-AKA.  At this point, I have it basically working, and will be ready to
request that it be added to the main source tree.   So, my basic question
is, what is the proper procedure to go through in order to get code added?
(i.e. Do I need to send someone a diff?)
