  peapd.exe has multiple references to 'rlm_eap_tls" in it.  It's
beyond reason that anyone else could have accidentally used the same
name.  A number of other messages are also identical to those in our
rlm_eap_tls module.

  It doesn't look like they've copied much else, but even copying that
is annoying.
