broken --prefix=/

Hi Guys

Does anyone know why "--prefix=/" not longer works as expected when fed to 
configure in the 1.1.x cvs branch?

No matter what I do radiusd keeps looking for /usr/local/etc/raddb and I have 
been forced to symlink it to /etc/raddb is my latest rpms..
