  Yes, and no NAS will look at the contents of an Accounting-Response
packet.

  No, the example you quoted runs a separate program that probably kicks
the user offline.  But it doesn't use the Accounting-Response to do
that.  It probably uses SNMP, or a Disconnect-Request.
