RADIUS sniffer

Hello !

I use another program, that run on a pipe with the radiusd program, for 
example:
       radiusd -l stdout ... | logger.pl

The logger.pl can process recieving of HUP signal, so when it is gotten,
then logging mode swithed between full or minimal.

Btw, I think it's better to make radiusd can understand handling of 
another signal,
for example, USR1 to switch between log mode in a same fasion...
