  That would be a great project.

  My suggestion is to familiarize yourself with the FreeRADIUS EAP
code.  The EAP-MD5 module is a good place to start, because it's
simple.

  For testing, use eapol_test, from wpa_supplicant.  It has a client
side implementation of EAP-FAST, and hostapd has a server-side
implementation.

  So there's lots of information out there to guide you.
