Special Characters in Passwords using LDAP authentication method

Hello all,
We configured freeradius with ldap authentication.  The setup is working ok.  The problem is that passwords with special characters such as "$" sign are replaced by "%24".  What variable that we need to change in order to allow special characters in passwords?
