  Leave the stuff that gets mangled by "configure" in radiusd.conf,
and put comments at the start saying "just an include file... look
elsewhere".

  freeradiusd.conf can then just $INCLUDE radiusd.conf, and then we
don't need a freeradiusd.conf.in.
