Configure of eap and sql submodules

I noticed a different behaviour in the configure script of eap and sql
submodules.

(1) in rlm_sql, having no Oracle hearders and --enable-strict-dependencies
is a warning.

(2) in rlm_eap, having no libeap-ikev2 and --enable-strict-dependencies
is an error. (and it stops the build)

I don't really know what to do about it: change rlm_sql ? change rlm_eap ?
ignore the issue ?
