Configure of eap and sql submodules

The configure.in scripts are also different.
rlm_eap/types/*/configure.in actually test $enable_strict_dependencies
but rlm_sql/drivers/*/configure.in don't. I note there is one exception
for rlm_sql_postgresql/configure.in. This makes me even more confused.
