Also:

  update control {
    Virtual-Server := eap-inner2
  }

...gives me warnings:

WARNING: You are modifying the value of virtual attribute 
Virtual-Server.  This is not supported.

Am I doing this wrong? I was under the impression you could set 
Virtual-Server in the outer tunnel, to control which inner tunnel you used?
