Taking over maintainence of dialupadmin

I was going to suggest putting it into its own repo. Whether it gets the support and attention it needs or US just orphaned is then down to demand. There's always people going on about wanting web interface etc but little input....to be honest I've used it rarely..last time was as a very quick PoC to demo some use case
