redhat spec already calls /etc/raddb/certs/bootstrap on %post. I
assume that should be enough?

I should be able to do it this weekend, so you'd probably get a pull
request on monday, if that's not too late. Of course if anybody has
time to spare to do it faster, feel free to jump in.
