  That's OK.  It means that it has to build run "configure" before
loading the makefile.

  That's... weird.

  The solution is to *not* use IMACROS when running "configure".  Or, to
ensure that the src/freeradius-devel directory is linked.  That linkage
is probably easier than fighting with environment variables...
