Just pull it from git - see git.freeradius.org. Get the v3.0.x
branch:

$ git clone git://git.freeradius.org/freeradius-server.git
$ cd freeradius-server
$ git fetch origin v3.0.x:v3.0.x
$ git checkout v3.0.x

or wait a few days until 3.0.2 is out.
