SQL-User-Name expanding to '' in xlat

Note that something appears to have changed which causes this to fail:

authorize {
   update request {
     Tmp-String-0 := "%{sql:select '%{SQL-User-Name}'}"
   }
}

Filed as #640 with a guess at what's going wrong, but FYI of anyone else.
