How does one regenerate the freeradius configure scripts?

How exactly does one go about regenerating the freeradius configure
scripts to test patches to configure.ac?


autogen.sh fails with
Configuring in src/modules/rlm_perl...
/usr/bin/m4:configure.ac:6: cannot open `ax_with_prog.m4': No such file

autom4te: /usr/bin/m4 failed with exit status: 1
autoheader: '/usr/bin/autom4te' failed with exit status: 1


I have the autoconf-archive available, so why isn't it finding that m4
library?
