[patch] add missing .so files to debian packaging

Hello,
appended is a small patch which add the missing proto*.so files
for debian packaging. Installation of the selfcompiled packages of version
3.0.8 still fails due to unfound errors in the config setup
(freeradius did not start), but at least all needed file
are available.
