TCP Support at RADIUS Server

Hi All,

https://github.com/FreeRADIUS/freeradius-client/pull/64

Added TCP Support to FreeRADIUS Client.

Does the FreeRADIUS Server used for tests (in tests directory used for unit
testing) support TCP? Facing failure while sending TCP Messages from
FreeRADIUS Client to Server during testing.
