Agreed, you haven't. There has never been an official version of
FreeRADIUS for Windows.
Someone, somehow, built FreeRADIUS (v1 IIRC) for Windows many years ago,
but contrary to the licence there was no source made available, so you
have no idea what it might be doing on your system.

The right direction is to run it on a Linux/UNIX system, or to work on
submitting patches so that there can be an official Windows version.
Running an obsolete and untrusted exe is not a good idea.
