Then you're not running the updated version.
Don't install multiple versions of FreeRADIUS on the same machine. The typical OS packages put the server in one location, and the default "build from source" rules puts the server into a different location.

It means that you're not running the updated version.
Run the updated version, and it will accept "bool" in the dictionaries. The updated version will also print out "3.2.9" for the version number.
