radeapclient + EAP/TLS testing

As soon as I posted I found JRADIUS (jradius.sf.net <http://jradius.sf.net>) 
which supports EAP-TLS in its RADIUS client.

I've since got this to work and can easily cobble together the necessary 
pieces.
