  The "server-side" attributes are ones used internally by FreeRADIUS.
They do not go into packets.

  You want to use vendor-specific attributes.  See the "dictionary.*"
files.
  You do NOT want to define your own attributes with numbers 0-255.
You will cause yourself no end of trouble.
