radiusd.conf[9] Failed to link to module 'rlm_eap'

Hi,
I have a problem:
radiusd.conf[9] Failed to link to module 'rlm_eap': /usr/local/lib/ 
rlm_eap-1.0.2.so: cannot make segment writable for relocation:  
Permission denied
I have tried with freeradius 1.0.5 same problem
Can anyone help me?
