  Install the new version in a different directory
(/opt/freeradius-1.13), but it won't over-write your existing config.

  If you're not using Simultaneous-Use, the whole session tracking
section can be empty.  Otherwise, have you looked at the radutmp file?
If not, delete all references to it.
