Can't compile modules rlm_eap_peap and rlm_eap_tls

  You shouldn't have to do that.  If the OpenSSL libraries are installed
in a place where the dynamic linker can find them, then running
"configure" at the top level should work.

  You can always edit the makefiles by hand.
