log files not generated!

hi,
i have actually observed that while you run RADIUS in debugging mode, 
log files are not getting generated.
this is what i found in the source code (src/main/log.c).

is it not necessary to create log files and pid files under all 
circumstances.??(RADIUS as foreground or background process)?
