Sure.  Read the users manpage (man 5 users) and the comments in the users
file.  Here are some hints.

DEFAULT	Realm == "somerealm", Auth-Type := Accept

or

DEFAULT User-Name =~ "^[^@]@somedomain$", Auth-Type := Accept

or

someusername	Auth-Type := Accept

etc...
