what is shipped with FreeRADIUS.  

  And setting "a+rw" on /etc/passwd and /etc/shadow is probaby the

doing that, read raddb/radiusd.conf, it talks about issues with
reading /etc/shadow, and describes suggested fixes won't destroy your
system.
