Freeradius on Fedora Core 4

Hi All
I have installed rpm freeradius-1.0.4-1.FC4.1 on Fedora core 4, however I
have the following problems, whe I use radtest for test my server
radtest kiko "kako99" localhost 1812 testing123
Sending Access-Request of id 215 to 127.0.0.1:1812
User-Name = "vlal"
User-Password = "vita99"
NAS-IP-Address = smtp.cablenet.com.ni
NAS-Port = 1812
rad_recv: Access-Reject packet from host 127.0.0.1:1812, id=215, length=20
All my user are of my system (/etc/passwd and /etc/shadow), I need to enable
radius for dialuo users.
I am testing the radius server with
