Simple Freeradius configuration

Ok, thanks Nicholas Hall and Scott Lambert.

I'd rather use CHAP for the encryption and since the cisco router won't
allow PAP through. I guess I'll just have to suck up the management overhead
of maintaining a clear text password list.
