Putting a User into a certain VRF is quite simple:

vrfuser User-Password == "topsecret"
        Cisco-AVPair += "lcp:interface-config#1=ip vrf forwarding \
                                                           VRFNAME",
        Framed-IP-Address = x.x.x.x,
        ...
