Why the DEFAULT everywhere?

Can someone explain to me why it always seems that the word DEFAULT is
before many lines or rules etc. within all the FR configs?

 

Since I am trying to learn as much as possible about FR, I just thought I
would ask this question I am sure most of you will consider a really stupid
question :)
