Proxying VMPS requests

  The modules may look for RADIUS attributes... which don't exist in a
VMPS request.

  The intent was to enable proxying of VMPS requests.  I never got
around to checking that.

  It *should* work if src/main/vmps.c is updated to look for Proxy-To-Realm.
