Step 1: Configuring PAP fails with: No authenticate method (Auth-Type) configuration found for the request: Rejecting the user

I've installed freeradius-server-2.0.2 onto a Fedora Core-5 machine, and 
tried to perform the first step as described in:  
http://deployingradius.com/documents/configuration/pap.html.  Both 
radiusd and radtest were executed with root priviledges.  The only 
change to config files was to add 'bob Cleartext-Password := "hello"' to 
/etc/raddb/users, to the top of the file.

As you can see at the end of the radiusd output, the failure appears to 
be due to:

auth: No authenticate method (Auth-Type) configuration found for the 
request: Rejecting the user
auth: Failed to validate the user.

But, I thought this was supposed to 'just work'. Here's the output from 
'radtest bob hello localhost 0 testing123'
