There are no DB handles to use

Dear Alan,

I want to check some thing.
When i got the error ( There are no DB handles to use ) in my log file, 
will the request be discarded and the router must resend it again or the 
RADIUS will buffer the request and wait till a              DB 
connection is free to use and then process the request ?
